La Pan­thère Rose est dé­ro­bée par l'au­da­cieux cam­brio­leur Tor­na­do, au cours d'une série de mé­faits per­pé­trés à tra­vers le globe. Une équipe d'en­quê­teurs in­ter­na­tio­nale est mise sur pied, in­cluant un li­mier an­glais (Al­fred Mo­li­na), un en­quê­teur ita­lien (Andy Gar­cia), un spé­cia­liste ja­po­nais (Yuki Mat­su­za­ki), une ex­perte in­dienne (Ai­sh­wa­rya Rai)... et le fran­çais Jacques Clou­seau (Steve Mar­tin), au grand dam de son su­pé­rieur Drey­fus (John Cleese) qui l'a ré­cem­ment re­lé­gué à de sombres tâches de ver­ba­li­sa­tions au­to­mo­biles.
